Hi, I would to know if there is a way to make the module a specific size regardless of the content. Specifically, I'd like to have a background image and have the module size to that image, independent of any content.

You can have control over the height of the module, but not width. Module width is defined in the template. In PM, there are seperate 'Height' fields for both the heading and the content. So if you have text not sufficient enough to cover the background image, you can still adjust the height so that the entire image is visible.
